Infrared communication system meets the expectation just as the new communication system which composes the hyper telecommunication society in the 21st century.  It has the merit that is strong against the electromagnetic noise and assures the high security, and has the characteristics that is capable to compose the high-speed and wideband transmission line economically in LAN and communication terminal etc. Infrared communication system should be considered from many sides, and the standardization and the popularization should be pushed on for the promotion of the future multimedia telecommunication.

For the sake of this purpose, ICSA(Infrared Communication Systems Association) is decided to be established by the parties concerned to the infrared communication system, and all of the knowledge are decided to be concentrated for the standardization and the popularization.
